It is not fair that the homeowner be held responsible to foot the bill for sidewalk repair.
After paying the mortgage and putting food on the family table very little is left to cover other core obligations.
Most homeowners lack extra money to pay for their sidewalks. The same goes for pot holes and trimming city trees.
