The Neighborhood Councils are great, but they don't meet regularly enough and don't have enough dedicated brain power to be as effective as they need to be in order to reign in overextended government.
Universities are a great resource that have not been given a real voice in government.
A little brother Campus Council system would make the Neighborhood Councils more effective by giving the NCs more brain power and man hours to delegate towards issues that require research and time.
Universities like California State University Northridge, Pierce College, UCLA, Los Angeles Community College, USC, etc. have hundreds if not thousands of students that would plug into this system. This would benefit society as a whole.
The Campus Councils would be in a position to empower citizens to speak truth to power by providing factual data in an intelligible way to Neighborhood Councils, Community Organizations, and The Public. This information would allow US to tear down the straw-man arguments that the city puts forward to marginalize the people's intelligence.

Wow, Campus Councils would be a huge asset to the city. A great way to get younger people connected and seed their interest in city policies. The research impact could also be very impactful.
